In 1977, Jack Frey, a Houston father of four boys, dreamt of life in the country. Wide open spaces, sunset skies that you could not just see, but feel, and land that he and his kids could tend to and explore were all things that he wanted to make a reality. With that vision in mind, he and his family moved to the countryside of northwest Houston, where they discovered the joys of raising a family with plenty of room to roam while experiencing the unrivaled beauty of Texas.
Jack began developing acreage communities in the Tomball area, so other people could also put down roots and fall in love with the same way of life. What began as a desire to create a different lifestyle for his family became a multigenerational family business. Now owned and operated by the third generation, David and Aly Frey, High Meadow Development celebrates 50 years of business this year.

Building a Legacy
Although the company has grown over five decades, the original vision remains remarkably unchanged: High Meadow Development aims to create beautiful spaces where families have the freedom and space to build a life they love. And it goes beyond just developing home sites; it’s about preserving the natural beauty of Texas and creating intentional communities where families can build memories for generations to come.

Today, the company specializes in crafting stunning, thoughtfully planned acreage communities around Houston, including Magnolia, Plantersville, and New Waverly, giving homeowners the opportunity to select their home builder and set the timeline for building. Designed to offer a balance of natural beauty, intentional development, and the freedom of owning a piece of land, High Meadow Development is building on the legacy that Jack began so many years ago.

David Frey shared, “One of my favorite things about what we do at High Meadow is the idea of a blank canvas. I get to design a community, but each landowner gets to design their homestead. We provide the canvas, and the residents create the finished product.”

The Cedars: Preserving the Beauty and History of the Land
This peaceful area in Plantersville is situated on approximately 1,100 acres, with plans to bring in over 500 families. The conveniently located property was settled in the 1830s by farmers and ranchers from Arkansas and Alabama and takes its name from the historic cedar trees planted by the original occupants.
“One of my favorite quotes from my grandfather is ‘we want you to have the most freedom to build whatever you want to build, without hurting your neighbor’s property value.’ This is the ethos for our deed restrictions and factors into every decision we make regarding architectural controls, construction standards, and overall community presentation.”
